Visitor visa applying for a work permit/lmo

Will employers hire foreign workers if they are in Canada on a visitor visa? I have had no luck applying for jobs outside of Canada.

Expect it to be very difficult from within Canada as well. The employer still needs to obtain an approved LMO to hire you. Many employers simply aren't willing to go through that process due to the amount of paperwork, the waiting time and the fact there's no guarantee of approval.

I have seen hundreds of LMO jobs but most of them seem to prefer workers already in Canada because it's a faster process but do you know if the visitor visa has any negative effects?
