I mailed my Outland Spousal Sponsorship application in March 2020. Can I apply for a visitor visa to Canada? Will applying for a visitor visa affect my already mailed Spousal sponsorship application? I have urgent reason to visit my spouse in this period.

I doubt you will have much luck getting a TRV as you would not be seen as a true visitor.

Unfortunately most TRVs for spouses of PRs are denied. You should try to show the strongest ties as possible. Proof of employment, property and travel history to countries like the US, UK, Australia, etc.

You can absolutely apply. As others have said, no guarantee of approval.
