planning to apply my brother with special needs, anyone here tried it?
Many have tried and most have been refused. He has to show his own funds, ties to return and travel history. Keep visit to 2-3 weeks and outline how he will travel on his own. Depending on his needs then very good travel insurance and prove he will not be a burden on the health care system if his health fails.
 
I had also included actual flight tickets this time to show IRCC genuineness (Not sure if that helps). Since travel is on 6th Aug, I have now cancelled those tickets and booked new ones from mid-September (hoping the approval would come through by then).

Should I raise the web form with the new dates and booking reference?

IRCC actually recommends not booking tickets. If visitor had asked to come for a specific event that has now passed then I would update via webform. If just a family visit no need. The bigger issue is whether you have been able to address all the previous refusal reasons and visitor has strong ties to their home country given the multiple request to visit.

So are parents coming? He can prove dependancy if he doesn't work or go to school. He needs to show funds, travel history and ties to return. Your letter of invitation should say he will stay with you and have good travel insurance but show he has money to visit.

So they applied without him as their family tie to return. Now he files independently not tied to your parents. Get a lawyer if you want help.

This will be very problematic. You were required to include your brother in their PR application if he was dependent on your parents because he was unable to live independently. It will likely be very difficult for him to get a TRV because it appears as though he will want to move to Canada with your parents so not a genuine visitor. Why did you not include him in their PGP?
