My Question Is the visitor to Canada could work or have a job if he planning to be PR, BUT he is the visiting period

It is illegal to work while in Canada on a visit visa.

How do you plan to apply for PR? Which immigration category/stream?

i would like to apply as a family me and my wife and daughter while me and my wife are an engineer and young so under a skilled worker also i have relative in Canada my aunt is a citizen but i will come from Iraq
would you advise me pls

If you were planning to apply under the federal skilled worker program, then you should be aware that at the present time, you must have a job offer in Canada to qualify to apply. Each of the provinces also has it's own program. You'll have to research each to determine which you might qualify for.

Also, just because you have applied as a skilled worker while visiting Canada does not mean you can remain in Canada until the application is processed. You are still just a visitor to Canada and you must either leave Canada once your six month visit is over or apply for an extension (there is no guarantee the extension will be approved). While you are here as a visitor you cannot work and you also do not qualify for health care coverage.

thank you very very much so that mean i have to get a job offer when i visit Canada then return to my country and let the process take it time while it finish they may be send me a letter say it is time to travel to Canada AS a skilled worker

i may be apply as refugee because of my religion they threat my deadly so i keep change my home address's in my country now
then i will be a permanent residence

You don't have to come to Canada to get a job. You can do everything from your home country.

You will very likely find that it's going to be difficult to be approved for a visit visa since you're from Iraq. So you may have to apply from home and then wait for the file to be processed.

You can certainly try applying for refugee status. I have no idea if you will be approved or not.

Again, I think you'll find it difficult to be approved for a visit visa. Assuming so, then you'll need to apply for refugee status from your home country. To do this, you'll have to connect with the UNHC who refer refugees to Canada. See more information here:
