Is it possible for someone who is not a citizen of Canada or have a PR to get visitor insurance through a Canadian insurance company despite having been in Canada for longer than 30 days?

How long have you been in Canada? Do you have valid status in Canada?

Note that any insurance you are able to purchase will only cover emergencies and won't cover pre-exisitng conditions. So if you have developed a medical problem that needs to be taken care of - any insurance you purchase won't cover any costs related to this issue because it already exists.

I am a Canadian citizen; my partner has been in Canada for over 6 months and has a visitor visa. I already knew it didn't cover pre existing conditions, which is fine since we only needed it for emergencies.

I gave manulife a call and was able to get insurance through them without issues; thank you!
