if someone receives a departure order but does not leave is there any way their family can enter canada as visitors? which family members would be inadmissible, and are they inadmissible even if they can prove they will return home, have ties to home country, have visited canada before and left on time, and are not visiting the family member who is here illegally.

specifically, i am asking for my friend who would like to come visit me for a few weeks with his son (a minor) but his ex-wife is in canada. she was issued a departure order but did not leave as far as he knows. he is not coming to visit her and they are not even married anymore, but they share a son (although he has full custody). will he be denied entry? he comes from a visa exempt country, is there any way he can get a visitor visa anyways, so that he knows they will let him in…he doesn't want to spend the money for 2 plane tickets if he will be turned away at the border.
 
A visitor visa doesn't guarantee someone will be allowed into Canada. It's really no different than traveling on a passport as a visa exempt visitor. You can be refused entry regardless, so there's no point obtaining a visitor visa.

He should have no issues being allowed into Canada provided he has a return ticket.
