I was wondering is it possible for a husband to apply for visit visa to visit family (wife and minors) who are refugee claimant in canada.

He can apply but chances are low that he will be approved. Since his wife and children are claimants then most likely IRCC will figure that husband will claim asylum.

What if he attach strongly professional and family ties which compels him to come back to native country after visiting family. Any precedence on humanitarian grounds ?

He can try but his family is in Canada. Family ties are his spouse and children. There are no humanitarian grounds.

The chances of approval are going to be very very low but try applying all the same and there's some small chance of approval.

You want to provide very strong evidence of ties to your home county such as evidence of employment (including a letter from your employer), evidence of property ownership, and evidence of savings / funds that will more than cover your visit to Canada and all expenses. I would recommend asking for a short trip of 3-2 weeks. If you have previous travel to counties requiring visas such as the US and UK, provide evidence of that.

There are no family ties to demonstrate if your immediate family (spouse and children) are already in Canada.
