visiting from aphganistan

My boyfriend lives in aphganstan being a citizen there. He works in government and has a clean history . has studied in england.
I'm Canadian and live and work in Ontario. I sponsored my ex in October 2013.
My question is what's the best route to get my boyfriend here?
I assume I cannot sponsor again for a while.
I made a bad mistake sponsoring my ex but I m sure about the man. We plan to marry soon as possible .

In order to sponsor your boyfriend you must either be married or have lived together for at least one full year. Assuming your ex landed in Canada in October 2013 and became a PR at this time - the earliest you can possibly sponsor your boyfriend will be October 2016 (three years after your ex landed and became a PR).

In the mean time, your boyfriend can try applying for a TRV to visit you in Canada temporarily. There is no guarantee this TRV will be approved. He will need to show that he has very strong ties to his home country and no plans on remaining in Canada long term.

My ex was in canada a long time before i sponsored him but he was never approved as a refugee so when they were going to deport him right before our first child was born then i decided to act and sponsor him. So he was landed since approx. 2001 but became a pr in 2013 october.
My bf should have no problem proving his ties in aphganistan, he was educated there, has a great job , a car, a home, lots of friends and family...he really has no reason to stay in canada.. besides me.
I wrote a letter of invitation but from what i read here and heard from friends , a letter does not have much influence on a visa officer unless it comes from a business person offereing a job or some form of financial support??
I do not know for sure about that. I just found out about the letter from a universtity website for people inviting their relatives and friends to visit. I thought it was worth a shot.

Since your ex became a PR in October 2013 - this does mean that you will not be able to sponsor anyone else for PR until October 2016. It doesn't matter how long your ex was in Canada before becoming a PR - the three year rule still applies.

Yes - you can certainly provide an invitation letter.
