Visit Canada on tourist visa while PR application is in process

Hello,

I ma getting married soon and my fiance (H1B Holder from US) has a visitor visa for Canada. We are getting married in August and then we will start his sponsorship application for Canadian PR. I wanted to know if he could still come to Canada on the tourist visa after marriage while his PR application is still in process?

Yes. He can visit during the process if there is a visit visa.
