Visa to Canada from Islamabad, Pakistan

Hello. My husband is at hotel in Islamabad waiting for Visa to Canada. He is very tired, exhausted, nervous, in bad condition of living standard etc. The Visa office said that he has to wait approx. 2 weeks for his visa. He has no choice to go back wait in Kabul because his passport is in the visa office. Is there any way that I (Canadian citizen) require to get the visa for my husband quicker? Thanks!

Its a very unhumanitarian action does the CIC Visa officers to people because my husband feels himself living in prison. He got no electricity at the hotel, concerns of his safety, extremely hot weather, im in 24 concern of safety of my husband and just shocked. :-\
