Visa (SP) Processing time at Immigiration counter at Airport

Hello guys,

Any info as to whats the approx time it takes for study permit and other formalities to be done after landing at the airport.I have to book a flight to halifax via toronto , so how much time should i look for waiting time at toronto so that everything is done without haste.

3 hrs would be sufficient but it depends on the rush.
