Hello

I have been denied H1-B visa in 2018 while I was in US. It is not a stamping rejection. Does this mean I need to mention that I was refused visa or permit or ordered to leave canada or anyother country?

Where are you trying to mention?
In any case, this rejection is nothing to do with you. Its the employer's petition that was denied. So no rejection record on you to mention anywhere for US/Canada/Elsewhere.
 
It comes under statutory questions and even though my employers petition is rejected, I'm the beneficiary right

You don't need to mention it anywhere in DS160 as what got rejected is not visa, but work authorization on H1. The question asks if you have been denied visa and not work authorization. You cannot get visa being US. Visas can be issued only by embassies.
