Dude its a risk...u know hw much time it took to get the reply of ur visa application as u had applied under the general category earlier........most of da colleges are allowing students to reach by 17th sept...I hv also heard dat humber has extended the date till 23rd sept.....so u can apply asap with the college letter explaining and mentioning dat dey can admit students till xyz date due to on goin strike, even consult ur agent.....but its jus dat dis time more dan time it will b abt da content...v got da rejection so v need to be more careful....if ur confident enough dat dis time u will get it den u shud apply...and if da visa comes later defer ur schedule for jan....we also need to consider da fact dat strikes are on which r delaying everything......cud I knw wat was da reason of refusal.....
