Visa rejected due to 179(b):I am not satisfied...

I am from Iran and holding a 5 years Canda Visa since two years back. my Wife applied two times after me and got rejected both times! Once a year ago and second time this morning! We both own company in Iran and run a business and have numerous reasons to comeback including business or our parents.
I need to know why she gets rejected and whats next? We have submitted any document about company, SSO, her income, her bank deposit, her assets and even my bank deposit.
