visa refused. how to apply GCMS notes

Hi Everyone.

I am PR in Canada. My brother applied his study visa from Pakistan as he got acceptance in Memorial university. His study visa was refused with following reasons.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence.
So, I am applying for his GCMS notes. I found this https://www.caipsgcms.com/ third party link for applying his GCMS. Does anyone know any valid website for GCMS notes? He applied his student visa through consultant in Pakistan.

Thanks for your reply, as this link mentioned that "To be eligible to make a request under the Access to Information Act or the Privacy Act, you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently present in Canada." So, I am PR. Am i able to apply GCMS behalf of my brother?
