Visa refusal for proposed studies

A friend applied for a postgraduate program to a college, and he has a master degree. The courses in this program is consisting the subjects that he never study and that is why he wanted to take this course. He doesn't have a plan to have any academic career and this postgraduate program was perfect for his need, but the officer refused the application with below reason:

"Application reviewed HOP applying for a study permit. To study at a college; software and information systems testing. HOF has a master's degree in information systems and is currently employed as a senior systems engineer. I am not satisfied that the proposed studies make sense in the context of prior studies, work history and career plan"

He still wants to take this program and doesn't know how to overcome this issue to convince the visa officer. Any help and advice will be much appreciated.

He would have to convince that this course will advance his career. Since he is employed and already has a masters in CS it will be pretty basic stuff that he can probably teach himself. With a masters in CS he should be able to immigrate in the express entry stream or get recruited and get a visa that way.
