visa processing time in abu dhabi: 9 weeks or 14 weeks?

for student visa processing in abu dhabi office, its written:

(for indians, bangladeshi, srilankans, pakistani etc)

temporary residence visa: 20 working days (5 weeks)
study permit: 4 weeks + 20 working days (5 weeks).

my question is:

temporary residence visa time is included in study permit time?

if yes, then total time is 4 weeks + 20 working days (5 weeks) = 9 weeks

if no, then total time is: 20 working days (5 weeks) + 4 weeks + 20 working days (5 weeks) = 14 weeks


can you please share your opinion and experience?
