Without medical you'll not get any result, if medical is necessary for your country!

No please.. Upfront medicals isnt neccessary for my country CIC alwyas sent medical request for most applicants here

They will not process offline files lodged after 10 April, so don't worry!

Once your file is being processed then you can't do medical without their permission. Medical should be done either upfront or once applied then wait for their instructions.
