Got admitted in Western University and Windsor University for MAY intake and also received offer letters.

Want to know when should I apply for visa and estimate visa processing time.

And one more thing, will they check my account funds before or after my visa interview.

I would advise you to apply in January end so that you have enough time to reapply if for any cause it gets rejected in first time. Additionally applying early will help you stay away from crowd. Estimate processing time is 3 weeks although when applying early you can get it in 1 week also.
There is no interview. You just submit the documents and proof of funds at VFS centre and they send your file to embassy. Make sure your documentation is good.
