vfs chandigarh sent application to new delhi

My brother applied for Visitor visa yesterday at vfs chandigarh. This evening i checked his tracking number and it says that the application has been sent to new delhi. is it normal for visitor visa application to go from chandigarh to delhi.

Visit visa ( any maybe other applications) go to Delhi if you apply from punjab. I applied online from Punjab as well and my file went to Delh
