Veterinary From India and want to move to Canada - holding visitor Visa

Hello fellow members,
my sister in law wants to get settle in Canada preferably in Ontario. She does have visitor visa and preparing for Veterinary licensing exams in Canada. licensing will take about year and half, so we want to get a work permit for her as soon as possible and she is in Canada at the moment.

3 years of experience as animal doc - specialized in Dogs.

Any suggestions? leads? on how to get Work permit and PR ? or to get LMIA (that are not asking for $30k)?

She needs a LMIA to work in Canada to then apply for a closed work permit. So she needs to do a job search in Ontario. Or she applies through Express Entry and immigrates if her score is high enough.
