My spouse has an associate degree from decades ago. It was from a College that does not even exist anymore. Do the CIC will check for accuracy of her associate degree? I am claiming 3 points for he degree.

They might, you never know what they check but they should be able to find out that it did exist at the time she got her degree.
 
That's fine. Will they try to call them? What will happen if they try to call them and nobody picks up? Will they think I am giving them wrong info?

Yes, if you can find any documents about this school verifying when it was open and when closed, you can send that. If you can't, you can just write a cover letter explaining that it has been closed.
