Using job offer letter for ICT WP Extension as proof of LMIA exempt for PR

one person got PPR by only submitting a reference letter from employer stating permanent full time job. the letter doesn't say 1 year after PR .. and also it's not an offer letter.

If they refuse, do I need to wait for 6 months or can I re-apply right away and be in the pool?
Because I heard that if d appl gets rejected then we have to wait for 6 months to re-apply.

No such rule. You can re-apply any time.
