I ask this question in another forum but no ome reply, forgive me for asking here. A friend is an airport dispatcher in her country and want to know if she can apply for skill worker in montreal She dont know French will that affect her application ? She have almost 2 years experiance.

If she is applying for Montreal and the jobs she will be going for are with the public, then if she can't speak french, she will find it hard getting a job there. Considering she cannot speak french, why go to a french speaking place?

Well, it will take quite some time to apply to a PR or a work permit from abroad. Possibly years.
Forget the urgent part.

And if she wants to apply for a PR in Quebec, she needs a CSQ first, and that one also takes time.
Obviously, everyone can apply, so does she, and it's up to the country (and for Qc the province too) to accept or not.
