We just received a letter from the immigration office asking to submit a written explanation why PA only sponsored at this time. Please provide supporting documents.
Has anyone dealt with a similar request?
Any suggestions on how to respond?

you mean they're asking why you've waited so long to sponsor your partner? give them an honest explanation. i'm sure you had a valid reason.
