URGENT! University semester fees to be paid or not?

Hello guys. I need guidance as I recently went to IDP to apply for visa. Earlier they told me you don't need to pay any fees. But a week later when I went to them, now they are saying pay at least the first semester fees as visas are getting rejected. I have never heard of this reason. Kindly guide me as I don't want to delay my application further and paying fees would mean a delay of min 7-8 days. Is this issue coming due to the new SDS rule?

I have the following financials:
Course Fee - 15.5 Lakhs for one year course
Loan: 22Lakh sanction letter(not disbursed)
GIC: with own money
Ticket to Victoria Booked
Sponsor Account Balance: 6 L

If you are applying under SDS you need to pay 1 year tuition, its one of the requirements.
