Urgent!! Should I Quote from Caips in SOP?

I was rejected for my previous application and I need help.

Please advise if I should add the comments or Quote them from the Caips note in the SOP or just explain without it for my next application?

Do you think the reviewing officer will either have this information on file or will be looking at your application with fresh eyes?
