URGENT: Proof of License in regulated occupation for OOPNP. Please Help ?

Hello everyone
My NOC Code is 2147 (Computer Engineer) which is regulated in Ontario and in the application guide, it is mentioned:

Working in a regulated occupation in Ontario
If you are currently working in an occupation that is regulated in Ontario which requires mandatory certification or licensing in Ontario, you must submit proof of your certification or license

Do I need this proof before applying for OOPNP under Human Human Capital Priorities Stream ? I checked the website for getting a license and one needs to have 4+ years of experience plus has to give some examinations. In that case, there is no way I would be able to get this license in time.

Please help.

As far as I know, different states have different restrictions on practicing. Some require licensing, some recommend it. I dont know which NOC's require licensing in ONTARIO

This NOC is regulated in Ontario. I want a conformation whether my application for OOPNP would be accepted if I do not have the proof of license ?

Got it answered. If you are outside Canada, Proof of License is not mandatory. This concerns people who are applying from inside Ontario. It is mandatory fro them.
