Urgent PR processing to attend civil hearing abroad

I am currently in Canada with Expired PR card in August 2016.
I have to attend a hearing in a money claim I filed in Europe against a Bank in March 2018. By which date March 23, 2018, I would have accumulated approximately 830+ days. I must attend the hearing in person as the claim is too complicated and the Judge ordered that telephone hearing is not appropriate. Would it be possible to apply for urgent PR processing say in January when I completed about 750 days on the basis of attending a hearing?

Are the conditions on CIC site cast in stone? Aren't there unique emergencies beyond teh situations CIC envisage? Any stories which do not fit in the predefined conditions by IRCC? any stories of least flexability?

You can always request it, but since your situation doesn't fall under one of the conditions for urgent processing most likely they will not consider it. Though no harm in trying.

Also if you are applying with barely over the minimum days, there's a higher chance of your renewal app being sent for secondary review and taking many months more than the typical turnaround time.

I would ensure when travelling you give yourself enough time to apply for a PRTD, or arrange to travel back to Canada via USA land border.

It used to be flexible but it seems that too many people took advantage of that by using BS excuses, so IRCC limited it.

Your situation is not an emergency and is of your own doing by failing to meet the Residency Obligation.

The PRTD in the EU country of my destination takes two weeks when everything else is OK. If I choose to travel without making an application for PR renewal and manage to get PRTD and come back to Canada,

1. Will I be able to count more days before I apply for PR renewal when in Canada?
2. What are the issues that I am likely to face at POE when arriving back with PRTD and without valid PR card and without having made an application for renewal?
3. Are there any risks of being reported? Or will the PRTD issuance would mean that I am in compliance?
4. What would be better to file PR renewal before departure with days just below 800 or after arrival to earn more days?

The only think that matters is that on the date you apply for the PR TD in Europe, you are on that day in compliance with the RO. If that is the case you will get a PR TD and enter Canada no problem.

When you apply for PR card renewal is entirely up to you. More days meeting the RO will reduce your chances of going to secondary review.

1. You can count any days in Canada within the 5 year window of applying for renewal.

2. Provided you still meet the RO, you will have no issues.

3. As long as you meet the RO when entering Canada, you will be fine.

4. Generally, the more days ypu have, the less chance of being sent for secondary review.

The only think that matters is that on the date you apply for the PR TD in Europe, you are on that day in compliance with the RO. If that is the case you will get a PR TD and enter Canada no problem.

I would clarify to say that OP must continue to meet the RO upon re-entry to Canada as well, not just on the day they apply for the PRTD.

A PRTD indicates that you were in compliance with the RO when it was issued. In your situation, it has nothing to do with having been in Canada in the past 12 months. CBSA can investigate further regardless.

It doesn't send any message. There is no requirement to renew your PR card and applying for a PRTD is not a negative thing. The PRTD does not exempt you from being examined for compliance upon entry. Whether you are further investigated depends on the officer, their mood, their questions, your answers, the line-up, the direction of the wind etc. You need to make sure that you still meet the RO when you return.

I have applied for urgent processing with proof and confirmed ticket + recipt, on September 8th, but still ecase does not show any record of my application. So processing not yet started. It is never sure that upon asking they will process on urgent basis
