URGENT: OINP IELTS Points Query

Hi,

I have doubt about how to calculate my points for IELTS for OINP HCP.

My IELTS score is as follows:

Listening - 8.0 - CLB 9
Reading - 6.5 - CLB 8
Writing - 6 - CLB 7
Speaking - 7 - CLB 9

The table mentioned in OINP HCP Guide shows points as follows:

First Official Language Points
CLB Level Speaking Listening Reading Writing
CLB 9 or higher 6 6 6 6
CLB 8 5 5 5 5
CLB 7 4 4 4 4
CLB 6 or lower Ineligible to apply for the FSWP

So, what would be my points? 16 points or 21 points?

Is that 16 points based on the fact that I achieve at least CLB 7 in each module and thus 4+4+4+4 = 16 points?

Or is that 21 points based on the fact that I achieve CLB 9 in Listening (6 points), CLB 8 in Reading (5 points), CLB 7 in Writing (4 points) and CLB 9 in Speaking (6 points) and thus 6+5+4+6=21 points?

Per my understanding, it should be 21 (6+5+4+6)
