Is it true that from 20th September a person muct be in Canada for atleast 6months to sponser his/her spouse? A person living outside Canada cannot spronser the spouse?

Is there are new rule like that?

I heard on Sept 20th drinking and driving laws in British Columbia will be tougher.

Haven't heard anything about immigration changes.

But NOW (and for quite a while) a person who is only a PR (and not a citizen) cannot sponsor a spouse if they do not live in Canada.

No, both of those are completely untrue.

Only a Canadian CITIZEN can sponsor their spouse if the sponsor is living outside of Canada. If you are a PR, you must be living in Canada to sponsor your spouse. The 6 month rule is completely untrue.
