You can certainly apply to change your status to study permit. Whether it's approved is another matter. Your application for the study permit will most likely need to be sent to the visa office outside of Canada responsible for your home country. Note that it's typically easier to get approved if you are outside of Canada rather than in Canada as a visitor.
