I think by cook, they mean someone who is employed as a cook. Look at the duties for your NOC and see if you do those duties. It doesn't have to be national food and it doesn't have to be at a restaurant but it must do substantial number of duties for that NOC. i am saying this without knowing much about cooks. I did not apply under this NOC. So wait for others to answer too.
