I received OINP-NOI on 12 th April 17. MY CRS score is 403 and my Provincial grid points are 72. My Birth date is on 8th of Sept so my crs will reduce to 398. Will I be eligible to get ITA from CIC before that if I apply immediately. Any Expert please help.

If you are nominated, 600 Points will be added to your CRS score. As far as you were eligible to enter the pool, your next birth day will only change your CRS score to 398. Plus your 600 Points your new CRS will be 998. You will be picked for ITA in the next draw.
Have you submitted your OINP application? If not, I suggest you submit it as soon as possible. CIC is very unpredictable and we don't know when will the cut-off reach below 400. With a CRS below 400, it may take time before you get a direct ITA.
The average processing of OINP applications according to their website is 30 to 60 days. If you submit now, you may get the nomination before your birthday. With additional 600 points, you will be guaranteed an ITA.

If you get nomination by Ontario and receive an ITA before your birthday, your points won't fall.
I was in exactly the same situation as you - CRS 403 and birthday in September.
I received an NOI in May, applied soon after and received nomination on July 6. Then ITA on July 12. Hopefully I'll be able to submit my PR application before my birthday.
