Would warn you that switching from a PhD to a college program may be difficult to get approved. It is a huge change in your study pathway. Did you only start the PhD in September 2021? Approval for PhDs are relatively easy but it will have to make sense for you to want to study at the college level. Assume you have a masters degre.
 
That's not what he is asking. He is not asking to apply for a work permit based on his wife's SOWP. He is asking to get a study permit for his wife, which would mean she is no longer dependent on the husband/him (primary/principal applicant). Then husband can leave his studies and apply for SOWP on the basis of his wife's study permit.

Too many couples were extending their time in Canada by alternating between working and studying or some got the SOWP and the student dropped out and then the spouse applies for a study permit. As the number of international students increased there was a lot of abuse of the program. Lots of changing schools (often university or well established college to less established colleges), changing programs to a less advanced program, playing games to extend the time in Canada, etc.

1. Yes your wife can get PGWP if she is able to get a study permit (not guaranteed) and complete the program as a full time student without violating any of the conditions. Her SOWP will be cancelled if she is issued a SP. She will then only be eligible to work part -time (20hrs/week).

2. Sorry I can't help on the CAQ front, you'd need to check on the QC immigration website.

Have you already left your program? What type of college course do you want to switch to? What is your education and work history? Your choice of college course and school still needs to make sense based on your history and it needs to lead to career advancement. IRCC needs to approve your switch to a new college program and will assess your application like they did for your study permit.

That's when he gets enrolled in a new DLI that his wife's SOWP will stay valid, otherwise, it would affect her SOWP if he goes out of status, right?

If possible, take a program within the same DLI, I think it would be relatively easier. I have seen a post here I remember vaguely where the guy changed the program within the same DLI. The problem will be when you change the DLI and program.

The rules changed within the past year because too many people were switching to easy college programs. You need permission to attend another course and school. If denied you can’t study in Canada and will eventually lose your status since you are not registered as a student anywhere.

Thank you very much. but to be honest, my DLI is for PhD and finding it again is not easy

So, if I submit my DLI change, and they refuse it, I should leave Canada?because I have still valid study permit until 2025

Since you've been studying at your current DLI for a while, I don't think you will need to re-apply for your study permit to change schools. You only need to do a DLI transfer on your GCKey account. This might not be the case with CAQ cos you are planning to change level of study so a new CAQ is required. I've however not seen a lot of people being denied CAQ on this grounds.

Where you might eventually run into trouble is when you apply for SP extension, or PGWP. You'll likely have hard time confusing the visa officer on why you had to go from a Phd to a mere college program. Be aware of that.

I have another question if you can help me with it.
there are 150 days of acceptable gap between changing programs (DLI). how do they (IRCC) count this gap? for instance if the program starts 8 months later, but I receive the admission letter and apply for changing DLI now, is acceptable? it is difficult to explain. these 150 days must be between leaving the programs or between submitting a new admission letter?
