Urgent:CHC,New Delhi requesting to send passports when all requirements complete

Plz help me in above subject matter what does implies when I send passports as both of us gone through medical. Whereas mine PCC have expired.

Will CHC demanded new PCC.

How would come to know whether all requirements are complete or not. CHC intimate again to send passports.

May I send passports as CHC requested to send passports when all requirements are complete.

My friend has a similar case, he had submitted passports to CHC in June 2013 and was waiting for visa (TRV) and then recieved a call to submit fresh polics certificate as the original had expired after 12 month. But still no news after submissions.
