Hello All,
I hope you are doing well.

Actually, I am in India and have got selected for one of the Company in Manitoba as Finance professional (probably NOC C). Unfortunate, they don't have LMIA and they had applied previously but they did not get that.

So now the scenario is -
  1. They are wiling to provide me job offer as a support but no LMIA.
  2. They want me to find more about the streams and talk to lawyers to find out the way to migrate to Canada with the job offer support.
My details are-
  1. Age-32, Unmarried
  2. Scored 7.5 bands overall.
  3. ECA done for my graduation and post graduation
So I really want help from experts to advise me the best route in this situation to apply and migrate to Canada for work and settling.

A job offer means nothing. You aren’t working or going to school in the province so you are not eligible for the International Education Stream nor the Skilled Workers in Manitoba. The only option and I don’t think you are even eligible it is is the Skilled Workers Overseas. And you are not in a skilled job and the you must receive an invitation to apply through a Recruitment Mission.

So in this case I can’t move and work in Manitoba?

What if employer provides me a LMIA and it’s a NOC C job, then after working six months scan I apply for PNP?

Secondly, is there a possibility that any employee of that company can be my friend and then become my connection for PNP?

No you need a LMIA and then a closed work permit. A job offer on its own is of no benefit. Read through the links if NOC C jobs are even eligible because the stream is “Skilled Worker in Manitoba or Overseas.” NOC C is not eligible for EE. How can an employee become your friend if you aren’t in the province. That would be misrepresentation.

I don’t want to apply for EE. So, after working for 6 months in Manitoba then can I apply for MPNP with NOC C job offer? That’s my question.

Ok so you may be eligible once you have worked for your employer on your LMIA closed work permit for at least 6 months. And your employer is eligible with support letter. All on the site.

It is all in the link provided as the employer has obligations under the program. And your position must receive support from Immigration Manitoba.

could you just explain in 2-3 lines what is support letter from Employer, what exact information does it contain and what or where can it be utilised?

It is all in the link I provided in #5 Immigrate to Manitoba. Choose Skilled Worker in Manitoba and read through all the requirements for employer and employee. The government of Manitoba has to provide your employer with the support letter. Assume you have a LMIA and closed work permit. Employer eligibility is in the link. Hire an immigration consultant/lawyer to help.
