Canadian post-secondary degree or diploma for a program of three years or longer, or equal ......gives you 21 points according to CIC link below.

If you got exactly 6.0 in all 4 modules then you get 16 points.

Both are gud. I think WES takes less time to assess documents.

If you are applying in a popular NOC then perhaps better to go for WES .... despite the fact that their service quality has been reported to be declined to due to huge influx of applications. The same day service is not available. WES evaluation takes at least a week add the transit time of delivery to and from the applicant.... so if all goes well you could get your ECA in about 3 weeks.

Both are same and equally acceptable. Just make sure you take the General Training test. and NOT the Academic one.
