Unusual circumstances - Reference Letter | India

I'm in a unique position here. I have worked in 3 companies (working in the third now) and I got my letter from my second company.
The first company I worked in I was a contract employee and it looks like they don't have my data. It's such a wild goose chase trying to get them to issue a reference letter. Besides, the team and manager I was working with is not in the company any more but I'm in touch with the team members. I have no idea what to do!
The company I'm presently working in recently merged with another. I have a managerial role and a functional role. Unfortunately, The Job description for my level in the system captures only the managerial role and not my functional role. The HR is refusing to give me a letter with Roles and responsibilities that includes my functional role for the fear of legal repercussions (???). My manager hasn't changed and she can still attest to my work but the HR is refusing to listen. Can anyone help?
