I applied to PTU university online for the educational transcripts to be sent to the WES Toronto office on 16th Oct 2016.
The query was furnished by the PTU university on 27th Oct 2016.
As per the information I got from PTU, my query had been resolved and the document had been sent to the mentioned address - incorporating my reference number generated from WES website.

I sent the Provisional and Degree colored scans via a private courier and the documents were delivered to the WES Toronto office in 3 days.
But the transcripts sent by PTU on 27th Oct 2016 are still not received by WES. Moreover, the toll-free student care number (1800 266 2501) is not being picked by anyone. I have been trying this number everyday for almost a week now.

I was told by PTU in their response to call this number 01822662563, tell the operator my Query ID and I will be given the Courier Tracking ID but nobody is picking this number either.

Can anyone please guide how to get info about my transcripts as I am not able to find any way.

In the first place, you should have not asked PTU to send the transcripts to WES rather you should have asked PTU to send the transcripts to your address and then along with the copy of degree you should have sent it to WES using good courier company like FEDEX, DHL etc.

It is not the PTU fault, it the fault of Indian postal services.

Anyways, try calling this number 9478098139.

You will definitely get help from this number. This is the mobile number of the PTU operator who handles such queries.

Make sure you call on a working day and within work hours.

I got through to the controller of examinations at PTU office and spoke to the person there (found the number through Google). I asked them to provide the transcripts in a sealed envelope to me so I could send them along. Took about 10 days. The helpline number doesn't work.

I still had to create the student help center account and follow the process.

Traceability is tricky because they send out documents to multiple people via speed post in big batches and sometimes their local post office takes a while to process all the different items.
