Did you provide them with strong SOP? . Also the reason could be that they have lots of domestic applicants.
Admission to all graduate programs is highly competitive due to limited enrollment capacities. Meeting the minimum requirements does not guarantee admission.
You also could ask them for details of refusal. Just explain them you would not like to make the same mistake again somewhere else.
However, I suppose if you get accepted to UoT you would not be interested in those reasons anymore. :) Wish you a luck!

I guess your diploma is ordinary not Postgraduate Diploma in Education
(PGDE). Your BA could have fetched you PGDE, and this will enable you
to further to master's level. Permit me to be blunt with you without a
proper foundation in education you can't get admissiom. U of T is highly
competitive, and as such with what you have, I doubt If you can get it
or any with diploma considering MA.

you are kidding, right?

I had a masters in political science with GPA 3.89
She has MASTERS. Quite enough for another masters.
 
@ Regina, permit me to educate you briefly, pls.
If your first degree is not in Education, then you need to do a
Postgraduate Diploma in Education to ladder into that new career; all
the undergraduate core courses in education are parked into that
program(PGDE). You can only do PGDE with your first degree. So the issue
of another master has no basis. PGDE is a foundation into education
provided you have a first degree in any disciplines, and this will
enable you to further to masters in Education. Cheers.

rejection is for something better, but in as much as I share your faith,
is good to be wise.
I will suggest that, she should apply to other schools and look at PGD
in Education if she so desires for a master in education. She earlier
applied for a MA, which I guess is a thesis based, meaning, she must
have a very high cGPA in the PGDE program. I do not believe U of T will
offer her
admission. Be wise.

Just for your info, the diploma was a post graduate diploma in educational leadership from an American university! but maybe not having a BA in education was the main issue.

Regina: thanks for the tip I sent them to send me the reasons so I can qualify next year if there is a need.

I know that you are disappointed with the decision of our Admissions Committee. The demand for our programs exceed the resources we have available and so the process is rather competitive. All applications that met the minimum criteria described on our website were considered very seriously. In the final analysis, the process is one of comparing the applicants with respect the criteria. An important factor is the quality of the pool of applicants in a particular year. And so, it may not be a matter of weakness of your application, it is where it stood compared to other applications—bearing in mind that we have a limited number of spaces available in a particular year.
