Unable to apply for visitor visa

Hi, I’m experiencing a glitch on the online visitor visa application form that is preventing me from applying for a visa.
I get the message “There was an error while processing your payment request” every time I fill out the form. I tried applying on both my laptop and phone via Google and Safari, to no avail.
I’ve repeatedly reported the issue and received the auto-response saying someone will respond within 24 hours, but they never have in the past 3 weeks or so that I’ve been trying.
My flight to London from Auckland via Vancouver is booked for Jan. 14, so I’m hoping someone here can help.

You shouldn't finalize your ticket booking until visa approval. Hopefully it's a refundable one.
