Is CLB 8 easier to achieve in celpip or ielts exam?

Most recent ielts score was 5, 6.5, 6.5, 6.5

To achieve clb 8 in For celpip you need all 8 bands
But for Ielts you need 7.5 6.5 6.5.6.5

Does this mean if you are not good at listening, its better to take celpip?

If you have a component that scores 5 whilst you have to get 7.5 in it, I would say take a course or two as 2.5 points in IELTS is a huge gap.
If it's only a mark or half a mark differences, you can always try Celpip - you'll only lose the fees.

I'd advise against CELPIP if you are not good at listening. As far as I've read (because I did not take IELTS), IELTS shows you the questions in the Listening section while you are listening, however, CELPIP does not. You need to carefully take notes of listening tasks to try to answer the questions as best as you can.
