I’m sending my dad a jacket from the UK to Canada — it’s a gift and worth a few hundred pounds.

Can I declare it as $60 to reduce duties? What are the risks if I do? Appreciate any advice, sorry if this has been asked before!

Sure you can but it is illegal. Likely pretty obvious that not worth $60. You may or may not get caught.

And why does the OP think they are the first person that would do this ?
 
Customs can ask for proof of value if the declared amount looks too low, and if they think it's off, they can charge duties based on their own assessment or even hold the package. I’ve had stuff from a corporate gifts supplier singapore sent over, and I learned fast that putting the real value saves headaches. If the jacket’s pricey, keeping the declaration honest is usually the smoother ride.
