Hi,

I am a British citizen and I work for a Dutch company.
The company are looking at using me as a technical support engineer to work covering US and Canada.
I would like to base myself in Canada but will be making regular trips to the US.
I guess I need either temporary or permanent residency in Canada, is this likely to work or would it be easier to base me in the US ?

Unless the company has a Canadian presence, it would be difficult to obtain a work permit. You could try under Business visitor, see: http://www.cic.gc.ca/english/resources/manuals/fw/fw01e.pdf Sec 5.2 But it really all depends on what your duties will be. Your company really should talk to a lawyer familiar with both the US and Canadian aspects of what you will be doing and what sort of work permit or not that you will require.
