1. Went to Dubai police website.
2. Entered the information and selected option Do you have Emirates ID? I selected NO.
3. I didn’t enter any Emirates ID number.
4. Attached Photo
5. Attached Passport copy
6. Attached Dubai Visa copy which was for 2015

Paid through Canadian Visa card

Got my PC emailed after 7 hours.

If you don’t have emirates ID(they just need the number not the copy of the card) they will ask for fingerprints

When I left Dubai it was 2009 . At that time Dubai didn't launched the Emirates id.
Should I go in person after getting the finger prints certificate from a local Calgary police station for attestation by UAE embassy Ottawa.
It ll consume a lot of time.
Any other options.
Thanks

Unfortunately that’s the only way I can think of now.. yes indeed it will be a time consuming process and expensive as well

But since you mentioned that you were out of UAE by 2009.. why do you need the PCC UAE then ?

Can you please check again if CIC is asking you to provide finger print from local RCMP or for the UAE PCC..

Imho you are mixing the request.. FP request that CIC is asking is to be done locally via an RCMP authorized finger printing center and not for UAE PCC
You can look up for these authorized centres from the link below

Please send the original police clearance certificate for the United Arab Emirates (or any other country from which you resided more than 6 months or more since the age of 18. To this office as soon as you received it.
So I applied on line to Dubai police mentioned that I have the previous visa copy and don't have Emirates I'd .
After submission the required documents .
I received e mail from Dubai police to submit fingerprint card attested by UAE embassy.
So this is the all scenario.

If you don't have Emirates ID, you will have to follow the process of finger printing unfortunately.
You can approach a finger printing center, and let them know you need finger printing for UAE PCC. They will do the process accordingly. Once you have the finger prints you will have to approach the nearest UAE Embassy to do the attestations.

Here are some links I found out:
