1. I am seeking to get the time window when I was residing in UAE only as Resident, not tourist or on transit.
2. So you were resident in UAE for more than 5 years and you got the 5 years you asked for only as does CBSA?
3. Would not they accept even a brother obtaining it?

2- Yes, that correct.

3- No, I got in August 2017. They didn’t give to my cousin who went and asked for me. That’s why said earlier, they used to hand it over to a relative but nowadays they don’t. At least in my case. You can try with your brother or whoever, worst case they will refuse to give, nothing to loose in trying.

Mats, I have left a PM for you. I would like to know how did you finally get it? My wife's PR renewal application is in process and CIC has asked for the same document. She was a resident of UAE a few years ago. Now we're in Canada and really struggling to understand how to get this document. I do have a few friends there but they all are normally very busy I know. I don't know if there's any way this document can be retrieved while sitting in Canada. Your help is highly appreciated. Thanks

Hi Ammaar, I had my cousin there but they wouldn’t give to him. I think they used to do that a few years ago but not anymore. Either you or someone with a PoA from you,they may give. You can try to get by giving a normal authorization letter to your friend. The Immigration officials may give, I am not sure though.
So, in my case, I personally went there and got it from them. There is an Immigration office just as you exit the Dubai Terminal 3. You can go there and pay the fees and they will give immediately. Took about half an hour only.
 
In my case, I was expecting it maybe asked so I planned my trip in summer via Dubai to get it. On hindsight, I should have got it and then applied for the PR card renewal, if so I might have avoided the secondary review.
