I have applied my parents visitor visa two times. Both times it get refused. The reason for both times is that they donot satisfy the visa officer that they will return back. I am a student in my 3rd semester. Now my birthday is coming on 02/01/2019 and also there is new year one day before my birthday so i want to apply my parents file now on my birthday. Actually i had applied the file for my birthday before it is refused recently. Its almost 20 days ago so now again can i apply for it with explaining it clearly that they will return back after 15/20 days. Please help me i am confused.

Sure you can apply but you still need to satisfy the reasons for previous refusals showing clear ties to home country , an itinerary and so on . Travelling to Canada for new year and your birthday would not be strong enough reasons on their own to justify issuing TRVs.

Time would now seem to be against you now anyway to submit, get approval and book flights once approved plus with 2 refusals already odds do not seem high for approval.

Thanks for replying me. But my parents have no travel history but i will write in invitation letter that please allow my parents to come on my birthday for just 15/20 days. Then is it a good point to satisfy visa officer that my parents will return back. We had also shown property papers.
