Can the person just receive his tourist visa can still apply for open work permit even if he is not yet in Canada?Does he need to fly first to canada and go back then apply for open work?thanks in advance

Having a TRV does not allow you to apply for an OWP unless it's through a program.

Hi thank you for you reply..My wife is currently on student pathway..She is currently in Canada and she wants us to apply for an open work permit (for me) and a study permit for my 6 yr old kid.

OWP are not guaranteed for spouses of international students. Why is she in Canada? It is best to apply from your home country since you need to show that you have strong ties to your home country and will return after your studies.

You can either come to Canada as a visitor and apply to change your status to worker or apply from outside of Canada.
