Hi guys!
After living in Canada for 10 months, I came back and then 3 months later, applied again. This time the purpose was short-term course. I sent the best documents, had very strong ties to my home country too.
After barely 14 hours of applying, I received an email saying my visa is refused due to my travel history and the CIC isn't convinced that I will come back after my course.

What do I do next? What do you guys advise?

Ten months is a long time to remain in Canada as a tourist. CIC will want to see you have strong ties to your home country and aren't abusing your visitor visa privileges by living in Canada. From CIC's perspective, it won't look like you have very strong ties if you were able to stay in Canada for 10 months as a tourist and are now looking to return again so quickly. This demonstrates weak ties.

I would wait another six months before reapplying to develop stronger ties to your home country.
